William H. Poole Jr.

Bill has a general law practice, with an emphasis in municipal and land use law, administrative law, litigation, social security disability, and workers' compensation. In over thirty years of private practice of law in York County, Bill has handled a wide range of matters. He has litigated a variety of claims in county courts, and has significant experience in all of Pennsylvania's appellate courts, particularly Commonwealth and Superior Courts, as well as the Pennsylvania Supreme Court. Bill also has significant experience before administrative tribunals, including social security administrative law judges, unemployment compensation referees, and workers' compensation judges.

As solicitor for four second class townships, one borough, and five municipal zoning hearing boards, Bill also has an active and diverse municipal law practice. As a municipal solicitor, Bill has significant experience drafting ordinances, agreements, leases, and other transactional documents, as well as performing extensive document review. As a zoning hearing board solicitor, Bill has advised zoning hearing boards during numerous evidentiary hearings, and he has extensive experience drafting zoning decisions. Over the years, Bill has developed a strong working knowledge of Pennsylvania's municipal codes and statutes, including the Second Class Township Code, Borough Code, Pennsylvania Municipalities Planning Code and Municipality Authorities Act, and numerous related laws.

Bill's litigation experience makes up 50% of his practice, and includes the presentation and trial of cases before numerous tribunals, including jury trials and bench trials in county courts, and hearings before magisterial district judges (formerly district justices). He also appears regularly on behalf of businesses and individuals before administrative agencies, including state workers' compensation judges, unemployment compensation referees, social security administrative law judges, municipalities and municipal zoning hearing boards.

After graduating in 1973 from Dickinson College in 1973 with a B.A. in History, Bill earned a J.D. from the University of Pittsburgh School of Law in 1978. Bill then served as a law clerk for the Honorable David W. Craig, Judge of the Commonwealth Court of Pennsylvania, from 1978 to 1979. In August 1979, he entered the private practice of law as an associate with Shoemaker, Thompson & Ness, a small York County firm, until he opened a solo practice in 1983. He partnered with John Miller in 1987, to form the firm of Miller & Poole, from which the current firm has grown.

Bill is admitted to the Bars of Pennsylvania (1978), the United States District Court for the Middle District of Pennsylvania (1989), and the United States Court of Appeals for the 3rd Circuit (1989). He is a member of the American, Pennsylvania, and York County Bar Associations, as well as the Township Solicitors Association of the Pennsylvania State Association of Township Supervisors, and the Pennsylvania State Association of Boroughs. Bill has also been a member of the Board of Directors of York Day Nursery, Inc. since 1987. He is a past president of the Board, and currently serves as secretary.
